Background of the Study
The outbreak of COVID-19 presented unprecedented challenges to global public health systems, with governments worldwide implementing various response policies to mitigate the spread of the virus. In Nigeria, the federal and state governments introduced a range of interventions, including lockdowns, quarantine measures, social distancing protocols, and health awareness campaigns. Wamba Local Government, located in Nasarawa State, faced significant hurdles in implementing these policies, particularly in rural communities where healthcare infrastructure is limited, and public awareness of the virus was often low (Ogunleye & Adebayo, 2023). The effectiveness of these policies in improving public health outcomes, such as reducing infection rates and enhancing healthcare service delivery, remains a subject of debate. This study will evaluate the impact of COVID-19 response policies on the public health system in Wamba, focusing on healthcare access, service delivery, and the broader socio-economic implications.
1.2 Statement of the Problem
Despite the implementation of several COVID-19 response policies, Wamba Local Government's public health system faced several challenges, including inadequate healthcare infrastructure, limited access to vaccines, and a lack of sufficient public awareness about the virus and preventive measures. These issues led to significant gaps in the effectiveness of public health interventions, as the local population struggled to access essential health services during the pandemic (Nuhu & Sani, 2024). This study seeks to assess how the COVID-19 response policies impacted the local healthcare system in Wamba and identify the factors that hindered effective policy implementation.
1.3 Objectives of the Study

To assess the effectiveness of healthcare access and service delivery during the pandemic in Wamba.
To identify challenges faced in implementing COVID-19 response policies in Wamba and suggest strategies for improving public health response in future health crises.

Inadequate infrastructure, limited public awareness, and insufficient healthcare personnel were significant barriers to the successful implementation of COVID-19 response policies in Wamba.
1.6 Significance of the Study
This study will provide valuable insights into the effectiveness of public health policies during the COVID-19 pandemic, especially in rural and underserved areas like Wamba. By identifying key challenges and successes, the findings will contribute to strengthening public health systems and inform better policy responses for future health crises in similar regions.
1.7 Scope and Limitations of the Study
This study will focus on the impact of COVID-19 response policies on public health systems within Wamba Local Government, Nasarawa State. It will specifically examine healthcare access, service delivery, and the challenges faced by local health authorities. Limitations include the difficulty in accessing comprehensive data due to the remote location and potential underreporting of COVID-19 cases.
